The lake was founded by two committees in the 1960s and built by the Georgia Department of Natural Resources and the US Army Corps of Engineers. The dam at Tobesofkee Creek was completed in 1967 and in 1969 a 1,800 hectare reservoir was opened to the public, attracting enthusiastic water rats. It is located on the eastern bank of the Chattahoochee River, south of Savannah, Georgia, and was built as a result of a partnership between the State of Georgia and Georgia State University.
